Medium blue is the color traditionally used by Department of Defense organizations. The eagle is adapted from the Department of Defense seal; his vigilant attitude highlights the most basic principles of security and defense. He stands upon three interlocked chain links symbolizing strength through unity, teamwork and cooperation. The silhouetted African continent and chain links above it are in the colors of Africa--red, gold, black and green. These elements displayed an enflamed torch of knowledge suggesting leadership and guidance for the new millenium. The wreath of laurel and oak at the bottom represents honor, achievement, strength and potential.
